At Early Learners we provide 15 hours of free child care for all children in the term after their 3rd birthday.
We also offer free 30 hour places for eligible children in the term after their 3rd birthday.
2 year funded places are also available for eligible children

Free Entitlement Policy for 2, 3 & 4 Years Olds

 

All children are eligible for 15 hours of free nursery education for 38 weeks of the year in the term after their 3rdbirthday. 

 

Child’s birthday and when you can you can claim

1 January to 31 March

the beginning of term on or after 1 April

1 April to 31 August

the beginning of term on or after 1 September

1 September to 31 December

the beginning of term on or after 1 January

 

There is also funding available for some two year olds (in the term after their second birthday) based on families meeting the following criteria: 

  • Income Support
  • income-based Jobseeker’s Allowance (JSA)
  • income-related Employment and Support Allowance (ESA)
  • support through part 6 of the Immigration and Asylum Act
  • the guaranteed element of State Pension Credit
  • Child Tax Credit or  Working Tax Credit and have an annual income not over £16,190
  • the Working Tax Credit 4-week run on (the payment you get when you stop qualifying for Working Tax Credit)
  • they have a current statement of special educational needs (SEN) or an education, health and care plan 
  • they get Disability Living Allowance
  • they’ve left care through special guardianship or an adoption or residence order
  • Children looked after by a local council are also entitled to a place.

·     The funding can be split between up to two settings

·     Parents are required to sign the Croydon Free Entitlement parent/carer agreement and provide proof of eligibility, ID, proof of address and evidence their child’s DOB i.e. Original birth certificate.

·     There is no deposit or registration fee required for the children accessing free entitlement 

·     A charge will be due for meals provided – see meals policy

·     Parents may top up the free hours in accordance with the fee structure 

 

15 Hour Funded Packages 2019

 

Package for 38 weeks

Option1: 5 days @ 3 hours per day 

Morning: 9am -12pm

Afternoon: 2pm-5pm

Option 2: 2 days @ 7 ½ hours per day

9am – 4.30pm

We follow the Croydon term dates and will provide parents with a copy of these. 

 

Package for 51 weeks

      3 days @ 3 hours 40 mins per day

Morning: 8.45am – 12.25pm

Afternoon: 12.45pm – 4.25pm

 

One week holiday at Christmas

 

(Please note for children accessing the funding across 51 weeks there will be additional 9 hours entitlement that can be used during the course of the year in agreement with the director/childcare manager) 

 

Meals for 15 hour funded children are charged as follows:

 

Mornings;£3.00 to includevmid-morning snack, lunch and dessert

 

Afternoons:£2.00 to include Afternoon Tea

 

Full day:£4.00 to include breakfast, mid-morning snack, lunch and afternoon tea.

 

Parents will be invoiced monthly and will be required to pay on the 1stof each month. If children do not attend for a session they are booked for the meals cost will still be payable/non-refundable as food is ordered based on booked sessions.

Providing one weeks’ notice is given then the cost of the meals will be reduced if the child is on holiday.

 

30 hour Funded packages 2019

3 and 4-year-olds may also be entitled to an additional 570 hours of free childcare over 38 weeks of the year, a total of 1,140 hours.

To be eligible, you (and your partner if you have one), must either:

  • each expect to earn at least £115 a week or work more than 16 hours at the National Living Wage (unless you became self-employed less than 12 months ago), or each expect to earn at least £111 a week or work more than 16 hours at the National Minimum Wage (unless you became self-employed less than 12 months ago)
  • each expect to earn at least £61.92 a week if you're under 18, £84.80 a week if you're aged 18-20 or £52.80 a week if you're an apprentice (either under 19 or in the first year of your apprenticeship)

You, and your partner, must also both:

  • live in England
  • expect to have income of less than £100,000 each a year

If you and your partner are unemployed, you and your partner must become employed within 14 days of applying. You may get different eligibility outcomes for each of your children if you apply for 30 hours free childcare for more than one child.

You'renot eligible if:

  • you're in receipt of a childcare grant
  • you're a full-time student/an intern
  • you're not entitled to receive public funds

Circumstances where you may still be eligible

You can use 30 hours free childcare if you're already getting Universal Credit or tax credits, and you can still apply for 30 hours free childcare if you or your partner:

  • are taking paid time off work, such as maternity leave, paternity leave or sick leave
  • are temporarily away from England for a period of up to 6 months, such as if you're in the military (on duty)

You can also still apply for 30 hours free childcare if either you or your partner are employed or self-employed and one of you gets one or more of the following benefits:

  • contribution-based Employment and Support Allowance
  • Carer's Allowance
  • Incapacity Benefit or long-term Incapacity Benefit
  • Severe Disablement Allowance
  • National Insurance credits because of incapacity or limited capability for work
  • you've been assessed as having limited capability for work for Universal Credit purposes

Applying for 30 hours free childcare

·       You'll be able to apply for 30 hours free childcare and Tax-Free Childcare in a single online childcare service application. If you're eligible, a childcare service account will be opened for you (you only need to complete one application for all your children).

·       www.childcarechoices.gov.uk is the website where you can find out more and register your interest.

Securing your 30 hours place

·       If you're eligible for 30 hours free childcare, you'll receive a 30 hours eligibility code, your unique 11-digit reference number. This code is important as you'll need it to claim your free childcare. You should bring the code to us with your National Insurance number and your child's date of birth to secure your free childcare place. We will check the code with the local authority and confirm your eligibility. We can then discuss when provision can begin.

Reconfirming your eligibility

·       Every three months, you'll need to reconfirm that you're still eligible for 30 hours free childcare. 

·       You'll be reminded to reconfirm you're still eligible 4 weeks before the deadline.

·       If you also receive Tax-Free Childcare, you'll be able to reconfirm your eligibility for both schemes at the same time.

·        You won’t need to bring the code to us every time you reconfirm however, you must notify us if you fall out of eligibility. 

·       You can apply for 30 hours free childcare for another child at any time. The point at which you'll need to reconfirm will be aligned for all children. This means that you won't need to go online to reconfirm at different points in the month for each child. If you don't reconfirm, we will be told that you no longer meet the requirements for a free childcare place.

·       If you become ineligible you may still be able to access your free childcare place for a short period, known as a 'start up period'. You can check with us about the start up period arrangements. 

·       If you're no longer eligible, you can still access the 15 hour universal early education entitlement for 3 and 4-year-olds.

Snack & Lunch cost is - £2.50

*Any child who wishes to stay 3pm onwards will be charged the full £21 regardless of being collected before 6.15pm. Fees calculated termly/every four months and split into 4 equal payments. 

 

Fulltime Children – attending all year round

Children eligible for 30 hours wishing to attend all year round will have their fees calculated in line with the fee structure every four months minus the free hours, the total will cost will be split into four equal payments payable in full on the 1stof each month.
